The form of government of a parliamentary monarchy ranks 12th out of 167 countries in the 2019 Democracy Index, meaning that Luxembourg is classified as a "complete democracy".

According to a survey by the European Union (2005), as many as 73 % of the population say they use German as their mother tongue.
