In addition to the high level of human development, however, Luxembourg also has a highly developed understanding of democracy. The form of government of a parliamentary monarchy ranks 12th out of 167 countries in the 2019 Democracy Index, meaning that Luxembourg is classified as a "complete democracy".

Luxembourg is particularly interesting for German entrepreneurs, as, in addition to “Mosel-Franconian” Luxembourgish and French, High German is also spoken as a native language. According to a survey by the European Union (2005), as many as 73 % of the population say they use German as their mother tongue.
