Headhunting in the North African "Maghreb region" has great potential for many reasons. Short distances to the European Union and the mainly democratically organised government structures make the Maghreb region a relatively stable bridge to the African continent.

The North African countries Morocco, Tunisia, Algeria and Western Sahara are called the Maghreb Region. The aims of this union are economic and cultural cooperation. Through this union, some projects have already been implemented, for example, the improvement of the infrastructure through the expansion of the Trans-Maghreb railway, road and pipeline connections. Other objectives are the preservation of Islamic values and the safeguarding of Arab identity.

The idea of such a union began with the independence of Tunisia and Morocco in 1956 and in 1966 Algeria, Libya, Morocco and Tunisia agreed to set up a permanent secretariat and a joint committee for economic issues. After the revolution in Libya (1969), conflicts between the individual member states initially increased and Libya even withdrew from the common market in 1970. The Maghreb Union, as a unit, stalled for around 20 years. Since 1989, however, there has been a formal agreement, signed by all member states, which has led to a roadmap to lead the Maghreb region into a fully-fledged economic union. Although this roadmap has been adopted by all Member States, its consistent implementation has failed due to the conflict in Western Sahara between Morocco and Algeria.

Several conferences between the EU and the Mediterranean countries have, however, provided stimuli for a free trade area in which Morocco, in particular, has been interested. As early as the mid-1990s, Morocco made efforts to join the European Community (EC), which was rejected at the time. However, a free trade area for industrial products has been in place between Morocco and the EU since 2012. In 2017, the total volume of exported and imported goods between the EU and Morocco was around EUR 40 billion.
